Please, please, please do NOT put your IT department in charge of SEO. You have no idea just how poorly that will end up. May be more accurately, you have no idea how much performance/prospective customers your SEO program would be missing out on.
Yes there is a technical component of proper search engine optimization, and yes, without this element being done correctly there is very little chance of ranking properly, but this is only 1 of the 3 elements of SEO and isn’t the core component of proper SEO.
Remember, from Google’s perspective they look at over 200 pieces of information on each and every webpage they index/catalogue. How many of those items are your IT department aware of? How many are they able to take on? How many of the aspects they can take on, are they able to do effectively?
